Treebank often gives a bogus parse for (eg) "reach an agreement with John". Clearly it should be [reach] [an agreement with John], but Treebank has chosen [reach] [an agreement] [with John], probably because you can extract the agreement (ie, in passive sentences) but leave the PP "with John" behind. You'll have to follow the two examples above based on which syntactic parse is given.
